With the rising popularity of electric cars also comes an immediate problem: a shortage of charging stations. Especially in underground parking garages, many VvE boards do not allow placement of a charging station. HOAs are wary of electric cars in a parking garage because electric cars sometimes spontaneously catch fire. That fire is often difficult to put out. This is why cooperation on placement of a charging station is quite often refused.

To remove obstacles and thereby advance sustainability, the bill “Notification Regulation on Charging Points for Owners Associations” has been submitted. Under the bill, if an apartment owner wants to create a charging station in a common area, he will no longer have to seek permission from the VvE. In return, he need only file a notification with the VvE board. If the apartment owner complies with the conditions set forth in the bill, the VvE cannot stop the installation of the charging point.

The notification scheme is likely to take effect July 1, 2023.
